egta publishes its position on the Digital Services Act (DSA) proposal, accessible here.

 

This paper puts forward recommendations to ensure the DSA maintains the goalsof the proposal while safeguarding the advertising-funded model of TV and radio broadcasters:

  • Display advertising should be understood as encompassing all formats;
  • Onlineplatforms should be understood to include advertising servers;
  • Hosting service providers should be required to comply with the consumer and privacy standards attached to the content disseminated, when displaying advertising;
  • Online platforms and very large online platforms (VLOPs) when displaying advertising should provide further information, enabling recipients to understand the selection of one service or product over another.

egta publishes its position on the Digital Markets Act (DMA) proposal, accessible here.

 

The paper calls for the proposal to address the following points:

 

  • Maintain a limited but clarified scope that reflects market realities by including digital voice assistants, connected TVsand web browsers;•Guarantee information transparencyacross the advertising value chain;
  • Ensure gatekeepers provide fair access to datato TV and radio companies in relation to their own content while refraining from using it to compete with broadcasters;
  • Prevent a take-it-or-leave it approach by gatekeepers to the prohibition of end-user data combination and to the obligation of data sharing to business users, by being gatekeepers to end-user consent;
  • Enable independently mandated third-parties to access reliable and granular measurement data;
  • Allow the interoperabilityof services and products online advertising designated by broadcasters with online platforms proprietary tools;
  • Ensure broadcasters accessgatekeepers’ services and negotiate the monetisationof their content on these services, on fair and non-discriminatory general conditions;
  • Prohibit gatekeepers’ capacity to rank more favourablytheir own servicesand third-party sponsored content.

10 Confidence building measures for platforms to deliver verifiable and tangible actions to tackle disinformation online

Europe has announced that it will be stepping up its efforts in the fight against online disinformation and publish guidance to strengthen the Code of Practice on disinformation. We call on the Commission to enshrine the following CONFIDENCE building measures in the upcoming Guidance. This is an opportunity for the EU to deliver high standards, effective monitoring and adaptation to new threats and for platforms to show that they are committed to protecting and empowering European citizens. All within transparent, verifiable and future-proof frameworks.
